About the Program

Weatherization Assistance Program (WAP) is a federally funded annual program that helps reduce energy costs for eligible low-income households by improving the energy efficiency of their homes while ensuring their health and safety. From the replacement of refrigerators to the installation of smoke detectors, this program is geared to serve income-eligible clients, with priority given to the elderly, individuals with disabilities, and families with children. WAP services are free to households meeting the criteria based on household income and acceptable housing. 

Types of energy-saving measures may include the installation of the following:

• Low-Flow Showerheads & Faucet Aerators

• CFL or LED Lighting

• Advanced Power Strip

• Room Air Conditioner;

• Mini Split Air Conditioner; and

• Refrigerator Replacement

1. WHAT IS IT?

The Weatherization Assistance Program can help reduce energy costs for income eligible applicants by improving the energy efficiency of their homes while ensuring their health and safety. The program gives priority to assist the elderly, individuals with disabilities, families with children, high residential energy users, and households with a high energy burden.

2. WHAT DOES IT DO?

The Weatherization Assistance Program conducts a full house assessment to determine if your home meets program standards and if it requires any or all of the following:

• Replace Refrigerator and/or Air Conditioner
with Energy Efficient models
• Install Low-flow Shower Heads and Faucet
Aerators
• Install of Light-Emitting Diode (LED) bulbs. • Install Smoke Detectors and/or Carbon
Monoxide Detectors
• Apply Weather-strips/doorsweeps to seal
air leaks

3. DO I QUALIFY?

Weatherization services* are FREE to individuals who have met the eligibility criteria based on total household income. Provided below are the income limits based on family size. To qualify, the total household income shall not exceed the maximum income stated below.

4. WHAT DOCUMENTS DO I NEED?

• Valid photo ID for Applicant
• Social Security cards for all household members
• Verification of all household income (latest check stubs, verification of employment, social
security checks, etc.)
• Proof of home ownership (property tax, property deed, mortgage agreement, home insurance policy, etc.) OR rental agreement (Renters & Section 8 clients can be eligible.)

The Weatherization Assistance Program, led by the Guam Energy Office (GEO), is committed to protecting consumers from fraud, predatory sales practices, and unsafe installations. You should never feel pressured to sign a contract or make financial decisions without fully understanding your options.

Residents should be aware of the potential for scams claiming to provide equipment (i.e., energy efficiency equipment, solar panels, etc.) or services (i.e., home repairs or upgrades) under the Weatherization Assistance Program. Please review the additional resources on recognizing and avoiding energy scams, provided by the U.S. Department of the Treasury, the Consumer Financial Protection Bureau, and the Federal Trade Commission, here

Here’s what you need to know:

• GEO will never ask for payment to apply or qualify for this program.

• Only vetted GEO staff will contact you, and only after you’ve submitted an interest form or application.

All upgrades and installations will be completed by licensed, insured professionals who have coordinated with GEO.

**PUBLIC NOTICE**

The Guam Energy Office invites the public to attend a public hearing scheduled for Thursday, August 13, 2026, at 10:00 a.m. at its office located at 548 N. Marine Corps Drive, Upper Tumon (adjacent to Dept. of Public Works).

The purpose of the hearing is to receive public comments on the proposed PY2026 Guam Weatherization Assistance Program State Plan. Persons with special needs should email GEO at michelle.marquez@energy.guam.gov by Thursday, August 13, 2026, to make appropriate arrangements.
