About the Program
Home Energy Rebates is a federally funded program designed to help residents lower their monthly utility costs through high-efficiency home upgrades. The program includes two separate components:
• Home Efficiency Rebates Program (HER): provides rebates on projects to reduce home energy usage by at least 20%. Eligible households may be eligible to receive up to $8,000 through rebates, depending on income, project scope, and measured energy savings.
• Home Electrification Appliance Rebates Program (HEAR): provides rebates on Qualified Electrification projects (QEP) such as efficient appliances (heat-pump water heaters, Energy Star-certified electric range or cooktops, heat pump HVAC (air conditioning unit), etc.) and electrical upgrades. Households may be eligible to receive up to $14,000 in rebates on qualifying appliances or projects, depending on income and installation type.
Both rebates are income-based and follow federal DOE guidelines using the Area Median Income (AMI). Rebates cannot be awarded for purchases made before the official launch date.

1. What is the Home Energy Rebates Program?
The Home Energy Rebates Program will provide households with deep discounts on household upgrade purchases that can lower monthly utility bills.
• The Home Efficiency Rebate Program (HER) provides rebates on projects to reduce home energy usage by at least 20%.
• The Home Electrification Appliance Rebates Program (HEAR) provides rebates on Qualified Electrification projects (QEP).
2. I am interested in the programs, when will it start?
GEO is working with the U.S. Department of Energy to finalize the program’s requirements. Program launch dates are subject to change.
• The HEAR program is anticipated to launch in early 2026.
• The HER program is anticipated to launch in early 2026.

3. How do I qualify?
The Home Energy Rebates is an income-based program with differing rebate amounts. Moderate-income households and low-income households would have different rebates available.

4. Am I a low-income or moderate-income household?
Your income must be a certain percentage of the Department of Energy’s (DOE) Area Median Income (AMI) chart. This is subject to change per DOE Guidelines.

5. What is the maximum rebate allowable?
All rebates are established depending on your household income.
• Under the Home Efficiency Rebate Program (HER), you may be eligible to receive up to $8,000 through rebates.
• Under the Home Electrification and Appliance Rebate Program (HEAR), you may be eligible to receive up to $14,000 in rebates on qualifying appliances or projects.
6. What are the Qualified Projects Under the HER program?
All projects must be certified by an energy auditor and must show a minimum of 20% energy savings in kilowatt usage.

8. Can I combine rebates received under the HEAR & HER programs with another federally funded program?
NO. Rebates received under another federally funded program will not be eligible for GEO HEAR & HER rebates.

Residents should be aware of the potential for scams claiming to provide equipment (e.g., air conditioning units, heat pumps) or services (e.g., home repairs or upgrades) under the Home Energy Rebates Program. Any offers of “free equipment” or “free services” to households are NOT affiliated with the Guam Energy Office.
• Rebates are only available AFTER the official program launch.
• Beware of misleading sales claims. Contractors, retailers, or installers cannot guarantee: a specific rebate amount, eligibility prior to income verification, priority placement in the program, or reimbursement for previously purchased appliances.
• GEO will provide participating households and contractors with purchasing guidelines.
• Rebates are not guaranteed until application approval. A contractor invoice does not guarantee payment. Rebates will only be issued after eligibility is confirmed, documentation is reviewed, and the installation is verified to meet program standards.
